文献来源 we evaluate the construction quality of PDOP by employing an overarching metric known as ESTABLISH_QUALITY, complemented by four sub-metrics that encompass different dimensions, namely ESTABLISH_DATA, ESTABLISH_PLATFORM, ESTABLISH_READINESS, and ESTABLISH_UTILIZATION. Specifically, we utilize the CHINA OPEN DATA INDEX jointly released by Fudan University and the National Information Center's Digital China Research Institute to measure the construction quality of different PDOPs in China. Since 2017, this index has been published semi-annually and provides a comprehensive assessment of public data availability quality based on four dimensions: readiness, platform layer, data layer, and utilization layer.
