The incident occurred in January 2024 during a lecture in the Choh-Ming Li Basic Medical Sciences Building. The court heard that Dr. Tse, 47, who has been a registered medical practitioner since 2003, used his mobile phone to record the student without her consent, an act he later attributed to stress. The presiding magistrate noted that this was Dr. Tse’s first offence and took into account the positive aspects of the report on his character. During the lecture, other students observed Dr. Tse positioning his phone under the victim’s skirt and alerted her.
