China's space agency（宇航局；航天局） will cooperate with other countries,
based on the principles of fairness and shared benefits,
with regard to the lunar soil samples collected by Chang'e 5, China National Space Administration （中国国家航天局）said on Thursday.

Xu Hongliang, spokesman for the administration, said at a news briefing（新闻发布会） hosted by the State Council Information Office （【中】国务院新闻办公室）that it is the first time in 44 years that humanity has retrieved（取回） soil samples from the moon, so many space agencies around the world are
paying close attention to the feat（壮举；伟绩）.
国家航天局新闻发言人许洪亮在新闻发布会上表示，这是人类四十多年之后再次取得月球的样本，因此，许多国际同行也都密切关注这一壮举。
Many foreign space agencies have
sent congratulatory letters
to China and expressed their wish to
conduct joint research.
许多国外宇航局都给中国发来了贺电，并提出了需要共同开展研究的意愿
"We are very welcoming (of joint research)," Xu said.

China National Space Administration has signed over 140 cooperation agreements with more than 40 countries, and is
proactively participating in
18 international organizations.
中国国家航天局与40多个国家签订了140多份合作协议，并且深度参与了18个国际组织的相关工作
"The lunar sample is the shared treasure of mankind. We are willing to
conduct cooperation with
international peers on the basis of fairness and shared benefits," he said, adding that agencies in China will
issue guidelines
on how samples will be studied and shared.
他表示，“月球样品是我们人类共同的财富，我们愿意以平等互利、互惠互利的方式跟国际同行开展合作。”许洪亮另外补充道，中国将做好月球样品的管理工作和数据共享工作
Wu Yanhua, deputy director of China National Space Administration, said China is willing to
conduct friendly and sincere cooperation with
the United States, but NASA and other official agencies from the US have been
prohibited from collaborating with
their Chinese peers since 2011.
吴艳华，国家航天局副局长、探月工程副总指挥，他表示，我们愿意在平等互利、和平利用、合作共赢原则基础上，同美方无论是政府机构、企事业单位，还是科学家、工程师开展真诚友好的合作。不过遗憾的是，2011年，美国国会通过了“沃尔夫条款”，限制美国NASA、国务院科学委员会等官方机构与中国航天往来合作。
"Whether cooperation can
take place
depends on the policy of the US government," he said.
“能不能合作，还要看美国政府的政策。”他说。
Wu said the lunar soil samples will be used in three ways: research, museum exhibitions and to be shared with international peers or be given as gifts to heads of state and dignitaries（高僧，高贵的人）. But research will remain the most important and primary use of the valuable samples, he added.
月球样本主要有三个用途：科学研究、博物馆展示或作为国礼相送。但是，用于科学研究是其主要目的
Li Chunlai, a researcher from the National Astronomical Observatories of the Chinese Academy of Sciences, said the samples China collected are from a new excavation site （挖掘点）on the moon, making them one-of-a-kind （独一无二的）specimens in studying the geological evolution of the moon.
中国科学院国家天文台研究员、探月工程三期副总设计师李春来表示，嫦娥五号的采样点选择了43度的风暴洋东北角的玄武岩区域，这是全新的采样区域，全新的样品研究，对月球表面的风化作用、火山作用和区域地质背景、区域地质演化方面应该作出很多科研贡献。
