The operation, codenamed "Pet Guardian," was a joint effort with the Anti-Smuggling Bureau of Shenzhen Customs that began in November 2023. The third phase of this operation was launched by Hong Kong Customs in late January of this year. Customs said Monday that officers at the Sha Tau Kok checkpoint noticed a woman pushing a bicycle, entering Hong Kong from the mainland side of Chung Ying Street on January 22. The front basket of her bicycle contained two handbags, which were suspected to hold animals. Upon inspection, officers discovered four animals, including one kitten and three puppies, suspected of being illegally imported inside the handbags. The woman was subsequently arrested.
